Fort Morgan City Council approves new K-12 academy for old school building – The Fort Morgan Times


Fort Morgan City Council met on Tuesday July 6 for a regular meeting to discuss many agenda items including a new kindergarten to grade 12 school, sale of municipal property in the Pointe Village commercial park and more.

Council held a public hearing regarding an application for a special use permit to operate a private K-12 school in the R-2 zoning district at 914 State Street. The space has served as a school in the past but has been vacant more recently.

Brent Nation, director of utilities and public works, explained the special use permit request to council.

“They are planning to take the old school building and hand it over for this purpose,” Nation said. “The building has already been used as a school, so a lot is already in place. It usually meets the requirement in which it is found.

Nation said he had not received any comments from the public at his office about the request. The planning committee also held a public meeting regarding the school’s request, to which Nation said no one had commented either. With the Special Use Permit, Nation explained to the council that they would just be looking to implement a few minor warrants inside.

One item that Nation explained would be included, would be that the special use permit would be for that school only and could not be inherited. Nation also shared that they have had good communication so far regarding compliance with building codes and fire codes and that the building does not actually require any major structural changes.

The school would establish a home for Colorado Biblical Academy K-12 and offices for Colorado Biblical University, formerly Rocky Mountain Bible College and Seminary.

“Although the Academy is a brand new venture, we are working with a local group from Fort Morgan and Brush who for several years have been running a K-12 program at the former middle school property on Deuel Street. . »Specifies the proposal. Their previous sponsor sold the building and abandoned all operations in Colorado. This prompted the local group to ask our organization to work to provide seamless and necessary continuity to a private school that has been in the area for decades ( Riverview Christian School).

The Academy’s superintendent spoke to the board and explained in more detail his request and his hope to be able to start the 2021-2022 school year in August. A former student of the academy also climbed the podium to share a little testimony. “This school in itself has provided me and my younger brothers with a way to learn in a way that was not possible before,” the boy said. “I couldn’t have entered my dream college without this school.”

Council approved the request for a special use permit. “I think it’s a good thing,” said Kevin Lindell, board member. “It’s nice to see an unused building become a school again. “

Council then heard the presentation of a resolution authorizing the sale of municipal property in the Pointe Village commercial park and the approval of an incentive and development agreement. “This is part of the city’s ongoing efforts to develop and research the retail businesses we have been working on,” said City Manager Steve Glammeyer.

This particular development would be for a 0.48 acre lot that would become a retail cafe called Teddy Bear’s Coffee. The cafe would also offer a drive-thru option at the corner of Saunders Street and Platte Avenue.

In the proposal, the owners state that they will complete the project within two years. “We are excited about this and are working to see how we can install this section of road quickly,” Glammeyer said.

The board approved the resolution and expressed enthusiasm for continuing to work to provide more opportunities for Fort Morgan.

The city council also discussed two in-kind requests. The first was for the Morgan County Fair from July 30 through August. 5. The request was for the use of thirty tables over 19 days and the city worked with the parks department to ensure it is manageable.

“We have the tables and it won’t interfere with any other events during this time,” said recreation coordinator Derek Lynch.

The second in-kind request was for the Break the Silence suicide awareness festival to use the city park, bandshell, garbage services and have a police presence on Saturday, September 4 for their event. Kelly Paris, the organizer and founder of Break the Silence, addressed the board and explained that the event will run the same as before and that it is free for the community.

Both in-kind requests were approved by the board.

Two offers were also discussed during the meeting. The first was a heavy-duty utility cart with sprayer for the parks department. Nation said it has only received one offer from LL Johnson Distributing Company at $ 49,958.49 for a new Toro Workman HDX 2021 that includes a 200 gallon sprayer.

The parks department had budgeted $ 50,000, so the bid fell just below and the council approved.

The second offer was for the Fort Morgan Municipal Airport Runway 14-32 surfacing and marking project. Nation explained the history of this particular request and said the city received a $ 250,000 grant from the Colorado Division of Aeronautics to seal the pavement and place new road markings on the runway and taxiways. .

Waterproofing is a pavement maintenance process to extend the life of the new runway. The city has received offers from Gee Asphalt Systems, Inc. and American Road Maintenance.

“Good news, we received two offers, both under budget,” Nation said. “It doesn’t happen often, especially now. These companies are not in Colorado, but they specialize in this type of work and have a lot of stuff in-house that they don’t have to go out for.

Nation has requested approval from American Road Maintenance for $ 122,342.50. He explained that as far as timing is concerned, the project will take place in August since the track will have to be closed for a few days and this timing seems to work better for everyone. “It’s something that needs to be done,” Nation said.

The board approved unanimously.

There was also a second reading and a public hearing to approve Ordinance 1252, amending Chapter 21, Articles 3, 6 and 8 of the Municipal Code of Fort Morgan relating to the International Housing Code 2015, to the International Code of plumbing 2018 and the 2018 international fuel gas code.

Nation once again stepped on the podium to explain that all of this was standard when adopting a new code. “Some sort of accounting, but it will keep us up to date with the latest codes,” Nation said. There were no comments from the public or any other questions from the board. The order was approved.

There was also a public hearing on a final plaque for the major subdivision of the Pointe Village commercial park.

“The subdivision will create 38 individual lots using the infrastructure that already exists along Saunders Street and E. Beaver Avenue and as well as the internal infrastructure that will be built later this summer,” says the project description. . “The internal infrastructure is currently being tendered and should be completed by the end of the year. The lots will be approximately 0.5 acre sites for individual sale and development. The subdivision will create a new loop road network with connections to Saunders Street. Utilities will be extended to serve each lot and the subdivision will use the existing storm water network already created by the overall subdivision.

Nation said he had not received any comments for or against the project in his office. There was no public comment and the board unanimously approved.

The next city council meeting will be at 6 p.m. on Tuesday, July 26. The meeting will be held at the Quail Dunes Golf Course at 17586 County Road T5 in Fort Morgan, and as such will not provide a Zoom option.
